Kennedy said Sibiya was a “scapegoat”.

Sibiya arrested Mdluli in connection with the 1999 murder of Oupa Ramogibe, the husband of a former girlfriend of Mdluli.

Kennedy said no evidence had been produced to show that Sibiya authorised the arrests of the Zimbabweans .

“Despite witnesses testifying that Sibiya was never involved, he was found guilty.”
